Let me sumarize. So you have a working jammer but no PA yet.
Have a look at Kleiner Onkels jammer 1 again. He uses a QCPM-9401 for PA (which works really good) and a adjustable resistor to limit the gain, or better, the current. The problem is that GSM PAs are not designed for continuous transmission like we need for a jammer. In fact, in a mobile the PA transmits 0,5µs and then it pauses for 3,5µs! So the most of the time it“s off. The long off-time has a special advantage: The PA has time to cool down after a short, powerful transmission. Disadvantage for us: We want to transmit continously, and therefore we have to limit the current to prevent the PA from overheating. This can be done with a adjustable resistor in the supply line.

No idea. What is the best car?
Collect some PAs from old mobile phones and then we will see which are suitable.
All non-SMD-PAs should be good.
