Baku is a city of 2 million mostly Azeri inhabitants in the Republic of Azerbaijan. It used to be and still is a multi-cultural open-minded metropolis at the shore of the Caspian Sea. Due to a rapid influx of petrol money Azerbaijan which possesses a considerable share of the world's gas and oil deposits experiences economic growth. The economic growth is largely sustained by the petrol sector – and by construction. Real estate prices have skyrocked during the last few years and about 800 new high-rise buildings are currently erected in the city of Baku. Furthermore suburbia is sprawling in a 30 km perimeter around Baku. Plans involve demolition of Soviet architecture, and current growth has destroyed parts of the older city structures as well. There is little awareness in the Azeri public on this rapid change and its implications. There is also little documentation of old structures and social, cultural, infrastructural, ecological and aesthetic effects of the construction boom. The “German Academic Exchange Service”(DAAD) and its Information Centre (DAAD IC) in Baku is active in the field of academic exchange and networking. Besides that it supports research on specific topics like urban planning and urban change. GLEN participants will research on Baku's current change with appropriate visual and textual methods, and decide on a way to present their findings. They collect opinions and perspectives of people involved in the change. They are expected to give a representative picture of that process in form of a foto report, an exhibition, a film or by means of other media. The results will be presented in different European countries and are to contribute to the field of urban planning in Baku. GLEN participants get support from the DAAD IC but should work largely independent, creative and explorative. Provided that the final product has a certain quality and depth the DAAD Information Center will assist the participants in finding partners to publish the outcome.
The scheduled project time is three months between July and October.
The preparatory phase of the project will take place in English. The GLEN project team will be composed of one German/Swiss and one Lithuanian participant. In order to strengthen the baltic sea cooperation, German applications from Hamburg are particularly welcome.
