While the earlier rules laid the responsibility of segregation on the civil government, who were directed to undertake a phased programme to ensure community participation, the revised DPCC solidwaste management (SWM) Rules of 2016 altered the onus to waste generators to segregate waste into six separate groups --biodegradable, non-biodegradable, domestic-hazardous, sanitary, construction-demolition and horticulture (MoEFCC, 2016).
