In 2006 a team of geographers from the University of Kansas began a ‘participatory’ mapping project with Zapotec communities in the Sierra Juarez of Oaxaca, Mexico. The research team, led by Dr. Peter Herlihy of the University of Kansas, pitched the project to the subject communities as a way to identify and demarcate traditional land use and tenure in order to defend their territories against outside speculation. Yet unbeknownst to these participants, the project, dubbed ‘México Indígena’, was in fact designed to produce digital maps of the “cultural landscape, or human terrain i ” of Mexico’s indigenous peoples, the pilot for a research program dubbed the ‘Bowman Expeditions,’ sponsored by the U.S. Foreign Military Studies Office (FMSO) at Ft. Leavenworth, Kansas. The explicit purpose of the FMSO is to gather intelligence on “emerging and asymmetric threats” to the United States for the purpose of preparing for conflict and maintaining the ‘peace’.
