......Despite his brave face, kind heart, and upbeat disposition, even Ali eventually shared his concerns with me. One morning, when we met for work, I asked him about the latest news. “Same old, same old,” he replied, “Kidnappings, killings, rapes. Same old, same old. This is our life now, everyday.”

“The lack of hope for the future is our biggest problem today,” he explained. He went on to say something that also qualified eerily as another version of the “same old, same old.” I had heard similar words from countless Iraqis back in the fall of 2003, as violence and chaos first began to engulf the country. “All we want is to live in peace, and have security, and have a normal life,” he said, “to be able to enjoy the sweetness of life.” This time, however, there wasn’t even a trace of his usual cheer, and not even a hint of gallows humor.

“All Iraq has had these last 10 years is violence, chaos, and suffering. For 13 years before that we were starved and deprived by [U.N. and U.S.] sanctions. Before that, the Kuwait War, and before that, the Iran War. At least I experienced some of my childhood without knowing war. I’ve achieved a job and have my family, but for my daughters, what will they have here in this country? Will they ever get to live without war? I don’t think so.”

“My initial support for the war was symptomatic of unfortunate tendencies within the foreign policy community, namely the disposition and incentives to support wars to retain political and professional credibility,” he wrote. “We ‘experts’ have a lot to fix about ourselves, even as we ‘perfect’ the media. We must redouble our commitment to independent thought, and embrace, rather than cast aside, opinions and facts that blow the common—often wrong—wisdom apart. During his visit to Iraq on January 14, United Nations Secretary-General Ban Ki-moon voiced concern about the deteriorating security situation. In his joint press conference with Prime Minister Nuri al-Maliki, Ki-moon urged all political leaders to "address the root causes of the problems", calling for "political cohesion" and "political dialogue, inclusive dialogue".

Ban Ki-moon was immediately rebuffed by al-Maliki, who said: "Talk about dialogue in Al-Anbar is rejected because we do not hold dialogue with al-Qaeda". He seemed to be saying there is no one in the province worth talking to. In doing so, al-Maliki resorted to his usual rhetoric accusing Anbar's population of being 'terrorists', despite the fact that protesters, along with five other provinces, have been peacefully demonstrating since December 2012. His statements were obviously intended to legitimise a sectarian-inspired brutal military campaign against the protestors.

The question is: Will the siege, bombardment and military onslaught on Fallujah and Ramadi in Anbar province , put an end to the terrorist acts and frequent car explosions taking place in markets, cafes and mosques and in various Iraqi cities? Will the highly publicised US-Iraqi franchised "war on terror" in Anbar put an end to the endemic suffering of Iraqis?

You bet. But for those who still cling to the idea that the US was serious about promoting democracy or removing a vicious dictator or eliminating WMD or any of the other kooky excuses, consider what we’ve learned in the last couple weeks. Here’s the story from Aljazeera:

“While the US military has formally ended its occupation of Iraq, some of the largest western oil companies, ExxonMobil, BP and Shell, remain.

On November 27, 38 months after Royal Dutch Shell announced its pursuit of a massive gas deal in southern Iraq, the oil giant had its contract signed for a $17bn flared gas deal. Three days later, the US-based energy firm Emerson submitted a bid for a contract to operate at Iraq’s giant Zubair oil field, which reportedly holds some eight million barrels of oil.

Earlier this year, Emerson was awarded a contract to provide crude oil metering systems and other technology for a new oil terminal in Basra, currently under construction in the Persian Gulf, and the company is installing control systems in the power stations in Hilla and Kerbala. Iraq’s supergiant Rumaila oil field is already being developed by BP, and the other supergiant reserve, Majnoon oil field, is being developed by Royal Dutch Shell. Im Zusammenhang mit der drastischen Verschlechterung der Sicherheitssituation im Irak wurde am 13. Juni eine Nachricht mit dem Inhalt verbreitet, dass der schiitische Kleriker Ali Sistani die Menschen im Westen und Norden des Iraks zu den Waffen gerufen hätte, um den sunnitischen Aufstand niederzuschlagen. Allerdings sind diese Berichte haltlos und widersprechen den patriotischen, humanitären und konfessionsfreien Prinzipien, die sich Sistani zu eigen gemacht hat.

........The peshmerga's withdrawal from Sinjar left tens of thousands of ethnic Yezidis at the mercy of the Islamic State, which considers them devil worshippers, or stranded on a mountain with scant food and water.

Several Yezidis said they had begged the peshmerga to hand over their weapons before they withdrew so they could protect themselves, but were refused.

"There was categorically no order to withdraw from any front," said peshmerga spokesman Hikmat, dismissing statements by some Kurdish officials that the retreat was tactical. "There was negligence."

Hikmat said the field commanders responsible for the area were under investigation. It will take more, however, to restore confidence among Yezidis, who feel betrayed by the peshmerga.

"We used to feel safe, and that the peshmerga had our back," said 31-year-old Yezidi Firas, who fled Sinjar with his family and eventually made it to the Kurdish city of Duhok after escaping from the Mount Sinjar via Syria.

...It was not a surprise that the small Iraqi minority found itself a target for fanatical Islamic State (IS) militants, who had reportedly carried out unspeakable crimes against Yazidis, driving them to Dohuk, Irbil and other northern Iraqi regions. According to UN and other groups, 40,000 Yazidi had been stranded on Mount Sinjar, awaiting imminent “genocide” if the US and other powers didn’t take action to save them .
The rest of the story was spun from that point on, as the Yazidis - whose very existence was rarely acknowledged in most international media - became a rally cry for US-western intervention in Iraq. The logic for intervention that preceded the latest US bombing campaign of IS targets, which started in mid-June, is similar to what took place in Libya over three years ago. Early 2011, imminent “genocide” awaiting Libya’s eastern city of Benghazi at the hands of Muammar Gaddafi was the rally cry that mobilised western powers to a war that wrought wanton killings and destruction in Libya............
.............When US special forces arrived to the top of Mount Sinjar, they realized that the Yazidis had either been rescued by Kurdish militias, or were already living there. They found less than 5,000 Yazidis there, half of them refugees. The mountain is revered in local legend, as the final resting place of Noah’s ark. It was also the final resting place for the Yazidi genocide story. The finding hardly received much coverage in the media, which used the original claim to create fervour in anticipation for Western intervention in Iraq.
We all know how the first intervention worked out. Not that IS’ brutal tactics in eastern, northern and central Iraq should be tolerated. But a true act of genocide had already taken place in Iraq for nearly two decades, starting with the US war in 1990-91, a decade-long embargo and a most destructive war and occupation starting in 2003. Not once did a major newspaper editorial in the US bestow the term “genocide” on the killing and maiming of millions of Iraqis. In fact, the IS campaign is actually part of a larger Sunni rebellion in Iraq, in response to the US war and Shite-led government oppression over the course of years. That context is hardly relevant in the selective reporting on the current violence in Iraq..........
........The French are also keen on fighting IS. After all, France was one of the two main parties in the Asia Minor (Sykes-Picot) Agreement in 1916, which divided Arab provinces of the Ottoman Empire between France and Britain. Major wars and upheavals didn’t alter the old colonial borders imposed on the Arabs since then, as much as the IS, whose numbers are being artfully overstated from 10 thousand up to 31 thousand, according to the CIA. Francois Hollande flew to Baghdad in a reported show of support for Iraq’s new government. In actuality, he was there, ahead of a Paris conference on Iraq, to show a united western front, and that the Obama administration was not alone in this war. France, of course, has its own calculations in Syria and Lebanon, and will find the right moment to cease in its support of the US war.......
.........That same media has also cleverly devalued and branded conflicts, and acts of genocide in ways consistent with US foreign policy agendas. While the Yazidis were purportedly stranded on mount Sinjar, Israel was carrying out a genocide against Palestinians in Gaza. Over 2,150 were killed, mostly civilians, hundreds of them children, and over 11,000 wounded, the vast majority of whom were civilians. Not an alleged 40,000 but a confirmed 520,000 thousand were on the run, and along with the rest of Gaza’s 1.8 million, were entrapped in an open-air prison with no escape. But that was not an act of genocide either, as far as the US-western governments and media were concerned. Worse, they actively defended, and, especially in the case of the US, UK, France and Italy, armed and funded the Israeli aggression. Just as the Israeli army was running out of badly needed ammunition to carry out its war crimes, the US was quick to ship more weapons to Israel. Thanks to US aid and backing, the Gaza genocide was finalised to perfection.

Experience has taught us that not all “acts of genocide” are created equal: Some are fabricated, and others are exaggerated. Some are useful to start wars, and others, no matter how atrocious, are not worth mentioning. Some acts of genocide are branded as wars to liberate, free and democratize. In that case, body count is not important. Other acts of genocide are to be encouraged, defended and financed.

But as far as the US involvement in the Middle East is concerned, the only real genocide is the one that serves the interests of the west, by offering an opportunity for military intervention, followed by political and strategic meddling to re-arrange the region. .........

In late May, Iraqi security forces arrested seven members of militant group Islamic State in Mosul and learned the group planned an offensive on the city in early June. Gharawi, the operational commander of Nineveh province, of which Mosul is the capital, asked Prime Minister Nuri al-Maliki's most trusted commanders for reinforcements.

With Iraq's military overstretched, the senior officers scoffed at the request. Diplomats in Baghdad also passed along intelligence of an attack, only to be told that Iraqi Special Forces were in Mosul and could handle any scenario.

On June 4, federal police in Mosul under Gharawi's command cornered Islamic State's military leader in Iraq, who blew himself up rather than surrendering. Gharawi hoped the death might avert an attack. He was wrong.

I have spoken out about the reality of the war in Iraq on numerous occasions since I left the army but only recently have I learned about another of its cruel legacies; chemically toxic and radioactive depleted uranium (DU).

I was not surprised last week when I heard the UK and US had voted against a United Nations General Assembly Resolution that asked states to provide help to Iraq in dealing with DU contamination and for UN agencies to carry out more research into its potential negative effects on public health and the environment.

The key points that the U.S. government still doesn’t want you to know include that in early 1981 Israel already was supplying U.S. military equipment to Iran for its war with Iraq; that the Saudis had conveyed a “green light” supposedly from President Jimmy Carter to Saddam Hussein to invade Iran in 1980; and that the Saudis agreed to finance arms sales to Pakistan and other states in the region.

The US administration of Barack Obama - like its neoconservative predecessor - has made military aggression the mainstay of its policy in the Middle East and North Africa (MENA). Today, the “War on ISIS” has taken the headlines from the “Global War on Terror,” but the storylines remain the same: massive air assaults; death and destruction for the people under attack; floods of refugees; and desperate humanitarian crises. President Obama continues to hear criticism for his failure to swiftly defeat ISIS. But while crushing ISIS may be the official stated goal, the actual agenda may be a long, drawn-out war to weaken regional powers. We have seen this policy before - with many of the same players - in the Iran-Iraq War of the 1980s.

In February 1979, the Iranian Revolution overthrew Shah Reza Pahlavi, the ruler of Iran since 1953, when a CIA-orchestrated coup brought him to power. The Islamic Republic of Iran was established by the Revolution under its first Supreme Leader, Ayatollah Ruhollah Khomeini. Once the Shah’s US-friendly regime in Iran was deposed, American administrators sought a new ally in the region. They began to warm their relations with neighbouring Iraq, even though that country was listed with the State Department as a state sponsor of terrorism.

Then Iranian President Mohammed Khatami, dubbed a reformist, provided substantial assistance in the US effort aimed at defeating the Taliban, an ardent enemy of Iran and Afghan Shia. Indeed, the Taliban’s aggressive policies included an anti-Shia drive, which resulted in a massive refugee problem. Tens of thousands of Afghan Shia sought refuge in Iran.

It was similar to the quotation misattributed to French Queen Marie Antoinette two hundred years ago; if the people don't have bread, "Then let them eat cake."

Again, like the French, the Iraqis revolted by igniting the uprising in Basra. This spread around the country and this time the Iraqi leaders could not blame the Yazidis, which they had done in the past when there was activity in Iraq's western cities. Those who gathered in Iraq's Tahrir and other Squares did not belong to a specific sect, race or party. They gathered as Iraqis and expressed their anger at their rulers who have subjected them to decades of failure, with neither justice nor anything as mundane as new building projects. Instead, the leaders conspired in the name of religion to loot the country's wealth and used its resources to satisfy their evil desires and feed their obsession for money and power.

During the hot summer, power cuts plagued Baghdad, even as garbage piled up on the streets of Beirut. In both Iraq and Lebanon, leaders of various sectarian groups lived comfortable lives in their gated zones. The gap between their lavish existence and the privations suffered by ordinary people sent millions of Iraqis and Lebanese onto the streets. In Baghdad, a banner celebrated the street’s ethics, “From Baghdad to Beirut — Not Sunni, Not Shia. Ours is a Civil State.” This was wishful thinking, but it was nonetheless brought to life in the demonstrations.

Thousands of Iraqis demonstrated in Baghdad and several other cities on Friday, urging the government to deliver on its promised reform package aimed at tackling corruption and improving services.

Iraqis have been staging weekly demonstrations since July. The protest movement that stemmed from exasperation over power cuts in the searing summer heat gradually led to broader demands for political reform.

Prime Minister Haider al-Abadi, with backing from the country's most revered Shiite religious cleric, announced a reform package but change has been slow to materialise and the protests have continued.

With sharp declines in oil prices, unlimited spending on the war against the Islamic State and what is thought to be rampant corruption since 2003, poverty is a growing concern in the country, as MEE's contributor Suadad al-Salhy recently reported.

More than 30 percent of Iraqis living in oil-rich southern provinces and 13 percent living in Baghdad, where shantytowns are increasingly springing up, live in poverty.

One Man's Mission: Justice for Iraq

While in Boston in 1994, full-time peace activist Bert Sacks made a decision that changed his life forever.

He decided to seek out a study produced by a group called the Harvard Study Team, which had reported to The Washington Post that the deliberate destruction of Iraq's civilian infrastructure by the US military, along with the US-led economic sanctions against that country, were likely to cause 170,000 Iraqi children to die.

Unfortunately, that estimate would turn out to be far, far too low, as President Bill Clinton's secretary of state, Madeleine Albright, infamously boasted on national television when she said the price of 500,000 dead Iraqi children was "worth it." Albright went on to be awarded the Presidential Medal of Freedom by President Obama.

Murdered Iraq Trade Ministry official was about to expose corruption-officials

An Iraqi Trade Ministry media adviser killed last month by a bomb attached to his car had been about to hand over files accusing the ministry of corruption to the country's Integrity Commission, officials in the ministry's legal department told Reuters.

Baghdad's Central Investigative Court for Terrorism and Organised Crime said in a statement that four Trade Ministry security guards confessed to blowing up Trade Minister Milas Mohammed Abdul Kareem's media adviser, Nadhim Naeem.

Former head of US special forces admits: Islamic State would not exist if Bush didn’t invade Iraq

he former commander of U.S. special forces in Afghanistan and Iraq admitted that strategic blunders by the Bush administration had led to the rise of Islamic State militants.

Retired Lt. Gen. Michael Flynn told the German newspaper Der Spiegel that Americans allowed their anger of the Sept. 11, 2001, terrorist attacks to lead them into disastrous military policies that failed to address the root causes of terrorism — and actually helped create new and more brutal terrorists.

The misunderstanding was so great that Abu Bakr al-Baghdadi, who now heads ISIS, was freed in 2004 from a military prison after a U.S. military commission cleared him as harmless.

“We were too dumb,” Flynn said. “We didn’t understand who we had there at that moment. When 9/11 occurred, all the emotions took over, and our response was, ‘Where did those bastards come from? Let’s go kill them. Let’s go get them.’ Instead of asking why they attacked us, we asked where they came from. Then we strategically marched in the wrong direction.”

At the moment, there are a maximum of 3,870 U.S. military personnel (or 7,740 actual boots on the ground) in Iraq supporting the war against the Islamic State. That’s the “official cap” imposed by the Obama administration, because everyone knows that the president and his top officials are eager to end American wars in the Middle East, not expand them. Of course, that number doesn’t include the other 1,130 American military types (or 2,260 boots) -- give or take we don’t know how many -- who just happen to be there on what’s called... er, um... “temporary deployments,” or are the result of overlap from rotating deployments, but add up to perhaps 5,000 trainers and advisers, or maybe, for all we know, more, including 200 Special Operations forces whose numbers are officially acknowledged by no one but mentioned in press reports. And naturally that 5,000 figure doesn’t include the American private contractors also flowing into Iraq in growing numbers to support the U.S. military because everyone knows that they aren’t either troops or boots on the ground and so don’t get counted. Those are the rules.

Endless corruption is leaving Iraq a failed state

Property prices in central Baghdad are as high as London’s, even though Iraq’s national income is down by 70 percent since the collapse of oil prices. Islamic State bombings regularly devastate parts of the capital and still the real estate market booms. Why?

Because there is so much “dirty money” in Iraq that needs to be laundered. If you lack the political clout to get your stolen money out of the country, then the safest course is to put it into residential property. But then that’s not a very safe bet either when the entire pseudo-democratic system bequeathed to Iraq by the U.S. invasion is on the brink of collapse.

I learned of the news at 6:30am that morning, when I received a call from CNN's Turkish affiliate in Istanbul to come on the air to discuss his death. 90 minutes later, the TV host concluded the interview by asking, "As an Iraqi, how do you feel after Saddam's execution?"

I paused. Sweat trickled down my face, caked in make-up for the studio interview. I knew that some Iraqis would dance with joy, while others would weep. How did I feel?

"Empty", I responded.

All I wanted was stability and a bright future for my ancestral Iraq. I knew Saddam's execution would not bring that to Iraq, and a decade later, my desires still prove to be elusive.

While much of Iraq was celebrating the end of 2016, Nibras, the younger sister of kidnapped Iraqi freelance journalist Afrah Shawqi, was desperately waiting to get any news of her fate.

Afrah, a mother of two young boys, was kidnapped from her home in southern Baghdad by between eight and 15 gunmen late on 26 December. The kidnappers forced Afrah to go with them after they took some money, laptops and mobile phones. They also left with her private car.

Since then, the Iraqi security authorities and her family have given little in the way of information relating to the investigations into the kidnapping.

Almost 7,000 Iraqi civilians have been killed throughout 2016 as a result of continued violence and turmoil in the war-ravaged country, the United Nations Assistance Mission for Iraq (UNAMI) said yesterday.

UNAMI revealed that their data showed that at least 6,878 civilians had been killed last year, and stressed that their figure was “to be considered as the absolute minimum” as they could not acquire reliable civilian death figures in conflict areas around the country.

Violence and military operations claimed the lives of more than 16,000 civilians in Iraq last year, a research group said Thursday, down about 1,000 from the year before.

In its annual report, the London-based Iraq Body Count reported that 16,361 Iraqi civilians died in 2016. The northern province of Ninevah was the worst hit, with 7,431 people killed. The capital, Baghdad, was next with 3,714 civilians killed, the research showed.

Die Zahl ziviler Todesopfer bei Luftangriffen der westlichen Anti-IS-Koalition in der Schlacht um Mossul steigt dramatisch an. Wie die Nichtregierungsorganisation Airwars berichtet, sind allein im Januar im Irak und in Syrien mindestens 254 bis 369 Zivilisten durch westliche Bomben ums Leben gekommen, davon mindestens 169 bis 195 in Mossul. Im Februar liegt die Zahl noch höher, außerdem ist die Dunkelziffer hoch. In die Luftangriffe ist die Bundeswehr arbeitsteilig involviert: Während US-amerikanische, britische und französische Flieger bombardieren, liefern deutsche Tornados die Aufklärungsdaten; deutsche Tankflieger gewährleisten die Luftbetankung, deutsche Offiziere sind im taktischen Luftwaffenhauptquartier der Anti-IS-Koalition eingesetzt. Die Bundeswehr ist zudem über Ausbildung und Aufrüstung der kurdischen Peschmerga-Einheiten an der Kriegführung beteiligt. Den Peschmerga werden nicht nur sogenannte ethnische Säuberungen vorgeworfen; wie Menschenrechtsorganisationen berichten, verschleppen sie zudem Kinder und Jugendliche, die sie der Kollaboration mit dem IS verdächtigen, zur Folter in Haftzentren des kurdischen Geheimdienstes Asayîş. All dies hält die Bundesregierung nicht davon ab, die kurdische Regionalregierung und ihre Peschmerga-Truppen privilegiert zu unterstützen - mit Maßnahmen, die weit über den Krieg gegen den IS hinaus reichen.
Hunger
Schon die allgemeinen Bedingungen, unter denen die bis zu 750.000 Zivilisten im umkämpften West-Mossul leben müssen, sind katastrophal. Lebensmittel, Wasser und Brennstoffe gehen zur Neige und sind oft nur noch zu astronomischen Preisen erhältlich. Reis, Mehl und Babynahrung etwa können kaum mehr beschafft werden, seit die Großstadt im Verlauf der Kämpfe faktisch abgeriegelt worden ist; Speiseöl ist zum Beispiel nur für zehn Prozent der Bevölkerung vorhanden. Eltern klagen, wie berichtet wird, sie könnten ihre Kinder nicht mehr ernähren; ein Einwohner wird mit der Aussage zitiert: "Wir fürchten uns nicht mehr vor Raketen und vor dem Pfeifen von Kugeln - wir fürchten den Hunger stärker. Wer einen Sack Mehl oder Reis besitzt, ist reich."[1] Da Kochgas oder Petroleum kaum noch verfügbar sind, verbrennen die in West-Mossul Eingeschlossenen Müll, Plastik oder Möbel, um ihre spärlichen Nahrungsmittel zuzubereiten. Über Strom verfügen die meisten Haushalte nur noch für zwei bis maximal drei Stunden pro Tag.
Zivile Tote
Gleichzeitig schnellt die Zahl der zivilen Todesopfer in die Höhe - auch die Zahl der Zivilisten, die den Luftangriffen der US-geführten Anti-IS-Koalition zum Opfer fallen. Die Organisation Airwars, die die Opfer westlicher Luftangriffe dokumentiert, konstatierte dies bereits Ende letzten Jahres.[2] Jetzt berichtet Airwars, der Januar sei der bislang für Zivilisten tödlichste Monat im Krieg gegen den IS gewesen: Den Bomben der Anti-IS-Koalition seien mindestens 254 bis 369 Unbeteiligte zum Opfer gefallen, mindestens 169 bis 195 allein in Mossul. Die Schwankungen in den Zahlenangaben ergeben sich daraus, dass Airwars numerische Unklarheiten penibel vermerkt. Die Organisation zählt darüber hinaus nur mehrfach bestätigte Opfer, weshalb mit einer signifikanten Dunkelziffer zu rechnen ist. Airwars weist darauf hin, dass Bomben der westlichen Anti-IS-Koalition inzwischen wohl auch Krankenhäuser getroffen haben und zunehmend Kinder den Angriffen zum Opfer fallen. Im Februar sind bei den Bombardements allein in Mossul wohl weit über 300 Zivilisten ums Leben gekommen; Airwars dokumentierte beispielsweise für den 6. Februar 20 bis 42 Opfer westlicher Bombardements, für den 14. Februar 14 bis 16, für den 19. Februar 30 bis 130, für den 20./21. Februar 89 und für den 25./26. Februar 60 tote Zivilisten.[3]
Arbeitsteilig
Die Bundeswehr ist nicht nur allgemein als Teil der Anti-IS-Koalition in die Schlacht um Mossul involviert. Tornados und Tankflugzeuge der deutschen Luftwaffe, die im türkischen Incirlik stationiert sind, tragen mit der Lieferung von Aufklärungsdaten und mit der Betankung von Kampfbombern unmittelbar und konkret zur Kriegführung bei, insbesondere zu den Luftangriffen, die die vorwiegend US-amerikanischen, britischen und französischen Bomber nicht ohne die deutsche Zuarbeit führen könnten. Darüber hinaus sind deutsche Offiziere fest in das alliierte taktische Luftwaffenhauptquartier in Al Udeid (Qatar) sowie in die dortigen Entscheidungsabläufe eingebunden.[4] Genaue Details darüber, zu welchen konkreten Angriffen deutsche Soldaten mit ihren Aktivitäten beitragen, sind aufgrund militärischer Geheimhaltung nicht bekannt.
Folter
Direkt in den Krieg involviert ist die Bundeswehr außerdem durch ihre Unterstützung für die kurdischen Peschmerga. Das ist auch deshalb von Bedeutung, weil Menschenrechtsorganisationen schwere Vorwürfe gegen die Milizionäre der Kurdischen Regionalregierung (KRG) erheben: Die Peschmerga sollen in Gebieten, die sie im Verlauf des Krieges gegen den IS unter ihre Kontrolle bringen konnten, systematisch arabischsprachige Bewohner vertrieben haben. US-Beobachter warfen ihnen bereits im Sommer 2015 gezielte "ethnische Säuberungen" vor (german-foreign-policy.com berichtete [5]). Darüber hinaus bezichtigen Menschenrechtsorganisationen die Peschmerga, Kinder und Jugendliche, die sie verdächtigten, mit dem IS zu kollaborieren, in vielen Fällen in Haftzentren des KRG-Inlandsgeheimdienstes Asayîş verschleppt zu haben. Wie berichtet wird, ist dort Folter an der Tagesordnung. So geben zahlreiche inhaftierte Kinder und Jugendliche an, von Asayîş-Personal mit Plastikschläuchen und Kabeln geschlagen und mit Füßen getreten, mit Zigarettenstummeln verbrannt und mit Elektroschocks gequält worden zu sein. Außerdem sind sie, manche von ihnen monatelang, ohne jede gesetzliche Grundlage und ohne jeden Beistand in den Haftzentren interniert gewesen oder noch interniert; Ende Dezember befanden sich mindestens 183 Kinder und Jugendliche in den Foltereinrichtungen der Asayîş.[6]
Weit über den Krieg hinaus
All dies hält die Bundesregierung nicht davon ab, das Training und die Ausrüstung der Peschmerga weiter voranzutreiben. Als die Schlacht um Mossul begann, teilte die Bundeswehr mit, deutsche Soldaten hätten inzwischen annähernd 3.400 kurdische Milizionäre ausgebildet. Ende 2016 hieß es zudem, man habe den kurdischen Truppen "bislang mehr als 2.600 Tonnen" militärisches Material geliefert. Allein im letzten Quartal 2016 erhielten die Peschmerga zunächst (5. Oktober) 65.000 Schuss für die Pistole P1 und 3.909.600 Schuss für das Sturmgewehr G36, dann (17. November) 1.000 Gewehre G36 und 2.480.000 Patronen Kaliber 7,62 mm x 51, daran anschließend (8. Dezember) 2.520.000 Patronen desselben Kalibers und Ersatzteilpakete für zuvor gelieferte Waffen (Pistole P1, Gewehr G36, Maschinengewehr MG3, Panzerfaust 3), schließlich (13. Dezember) 1.400.000 Patronen Kaliber 7,62 mm x 52 sowie 2.000.000 Patronen Kaliber 5,56 mm x 45. Zwar fanden - und finden - Waffen und Munition zunächst Verwendung im Krieg gegen den IS. Wie aus Berichten der Bundeswehr hervorgeht, reichen die deutschen Pläne für die Peschmerga jedoch viel weiter. So sind deutsche Militärberater zur Zeit damit befasst, dem Peschmerga-Ministerium "Hinweise und Hilfestellungen" zur allgemeinen "Optimierung" seiner inneren Abläufe zu geben: "Unser Ansatz als Beratergruppe ist rein konzeptionell", heißt es; er gehe "weit" über den aktuellen Krieg gegen den IS "hinaus". Letztlich wolle man die Infrastruktur, die für den Krieg gegen den IS errichtet worden sei, "langfristig in die Hände der Peschmerga ... übergeben".[7] Gelingt es der KRG, ihre Abspaltung vom Irak zu verwirklichen, dann baut die Bundeswehr gegenwärtig die Streitkräfte eines künftigen kurdischen Staates auf - ungeachtet ihrer Beteiligung an "ethnischen Säuberungen" und Folter.
